The Former President's Progressive Warning Misses The Continent's True Threat: Technological Stagnation.

Donald Trump's security policy document offers a misguided assessment of Europe. The document asserts that open-border policies and so-called "woke" policies pose an grave risk to the continent's identity. However, this argument rests on a fundamental misinterpretation of the reality. The actual challenge confronting the EU is not societal but technological and economic lag.

The Stark Growth Divide Between the US and Europe

Statistics paint a stark contrast. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a mere 13.5% increase for the European Union. During this period, EU GDP per capita dropped from over three-quarters to just half of the US level. Strikingly, even Mississippi now boasts a higher per capita income than major European economies like France and Italy.

Today, about half of the global top fifty technology firms are US-based, while a mere four are from Europe.

The Technological Shortfall: The Core Problem

The growing disparity stems from stronger efficiency gains in the US, fueled by breakthroughs and better use of resources. The scene of world technology leadership is decidedly American. In the last fifty years, hundreds of American startups have grown into companies valued at over $10bn, versus just 14 in the European continent.

This disparity raises a pressing question: As the competition for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Most analysts concede it is essentially a two-horse race between the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of major factors explain this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and agile network for funding startups. Europe still lacks a true unified investment market, a factor that limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A US startup can launch a service under one regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is divided among 27 different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find causes for optimism. European leaders are increasingly aware of the severe threat and have begun to advance substantial change. Key reports on EU competitiveness and the single market point to the need for sweeping reforms.

With the right policies and rule changes, these assets could support much higher degrees of business-led breakthroughs.

The continent still possesses significant strengths: skilled human capital, top-tier education systems, and premier research institutions. Coupled with a large internal market and substantial household savings, these elements could trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing cutting-edge technologies, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

The European Union now faces a critical moment. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. But, without decisive action to address its deep-seated problems, today's slow erosion could turn into a sudden and irreversible loss of world influence.
